Megjelent a Társadalmi Megújulás Operatív Program-553 pályázat A civil szervezetek minden normális fejlődésű társadalomban az élet számos területén felbukkannak, és hangúlyos szerepet látnak el. Olyan elemei a modern, pluralista demokráciáknak, melyek lehetőséget biztosítanak az állampolgároknak az önkéntes szerveződésre közös értékek mentén. Általa hatékonyabban érhetik el e célokat, legyen az a rászorulók segítése, kóbor állatok istápolása vagy valamilyen szabadidős klub fenntartása. Mivel sok feladatot átvehetnek az államtól, ezért szerepvállalásuk támogatást nyújthat a társadalmi problémák kezelésében, és ha az általuk vállalt tevékenység a közösség emberi szükségleteinek kielégítésére irányul, akkor jó befektetés az államtól, ha támogatja őket A döntéshozók az Új Széchenyi Terv keretein belül több olyan pályázati alapot nyitnak meg, melyek általánosságban nonprofit szervezetek támogatásával foglalkoznak, az olyanok, amelyek viszont célzottan civil szervezetek fejlesztését célozzák meg, már ritkábbak. Hogy megkönnyítse a pályázók dolgát, és hogy anyagi lehetőségeiből (vagy épp lehetetlenségeiből) kifolyólag senki ne maradjon ki a körből, a pályázat támogatási intenzitása száz százalékos, ami azt jelenti, hogy a kiíró az összes elszámolható költséget megtéríti, vissza nem fizetendő támogatás formájában. Általános eljárás, hogy előleg is igényelhető, melynek köszönhetően a pályázónak akár ideiglenesen sem kell saját összeget fektetnie a projektbe. A 20-50 millió forintig terjedő teljes támogatási összeg lehetővé teszi, hogy akár nagyobb léptékű, komplexebb szerveződések, többügyfeles fejlesztések is lehetővé váljanak. A pályázatból finanszírozható az adott térségben működő, támogató tevékenységet végző civil szervezetek helyzetelemzése, fejlesztési igényeinek felmérése, a célcsoport-szervezetek kiválasztása, majd e szervezeteknél szervezetfejlesztési tevékenység indítása. Ez utóbbi sok mindent magába foglalhat: lehet átvilágítás, fejlesztési tervek és távlati stratégiák kidolgozása, jogi, informatikai, pénzügyi és egyéb tanácsadás, sőt képzések, tréningek szervezése kifejezetten a korábban említett átvilágítás nyomán felmerülő szükségszerűségek szerint. Erről a palettáról a pályázó természetesen szabadon válogathat igényei szerint, azt érdemes szempontként megtartani, hogy mi az, amit a leghasznosabbnak tart, és mi az, amelyről a pályázati hatóság is így gondolkodik. Ő ezt leggyakrabban belső költségarány-korlátok állításával jelzi. A tervnek persze illeszkednie kell a helyi, térségi igényekhez, melyek országrészenként mások és mások. Ajánlott teljeskörű pályázati projektmenedzsmentet biztosító szolgáltató igénybevétele, hiszen az ilyen típusú cégek nem csupán pályázatírást végeznek, hanem a győzelem után is az ügyféllel maradva átveszik a pályázat összes adminisztratív feladatát, hogy ő kizárólag a projektjének szakmai részére koncentrálhasson.
